SRC-MWN C.S.S.B. 1100 77(R)BILL ANALYSIS Senate Research CenterC.S.S.B. 1100 77R12442 KEL-DBy: Moncrief Education 4/19/2001 Committee Report (Substituted) DIGEST AND PURPOSE Currently, nursing homes lack programs that develop best-practices based on industry research and internally developed models of practice across all disciplines. C.S.S.B. 1100 creates two nursing home pilot programs affiliated with medical schools or nursing schools to focus on the advancement of quality in long-term care. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.088, as follows: Sec. 61.088. PILOT CENTERS FOR ADVANCEMENT OF QUALITY IN LONG-TERM CARE. (a) Requires the governing board of the University of North Texas Health Science Center at Fort Worth and the governing board of the Texas Tech University Health Sciences Center each to establish at the respective health science center a pilot center for the advancement of quality in long-term care for the purpose of identifying, implementing, and evaluating certain programs. (b) Requires each pilot center to meet certain criteria. (c) Requires each pilot center to establish a multidisciplinary leadership team to coordinate the activities across the pilot centers to meet center criteria. SECTION 2. Requires the governing boards establishing pilot centers under Section 61.088, Education Code, as added by this Act, is required to provide to the legislature a joint written report, not later than December 1, 2002, on the activities conducted by the pilot centers under that section. SECTION 3. Effective date: upon passage or September 1, 2001. SUMMARY OF COMMITTEE CHANGES SECTION 1. Amends As Filed S.B. 1100, Chapter 61C, Education Code, to amend proposed Section 61.088. Deletes previously proposed Subsection (d). SECTION 2. Deletes previous text and replaces with new proposed language requiring written reports by the governing board. SECTION 3. No change.
