SRC-CTC S.B. 1134 77(R) BILL ANALYSIS Senate Research Center S.B. 1134 77R2796 AEI-DBy: Carona Business & Commerce 3/16/2001 As Filed DIGEST AND PURPOSE Currently, the Texas Unemployment Compensation Act defines "manual" as the Standard Classification System (SIC) manual published by the United States Office of Management and Budget. Over the next two years, the federal government will replace the SIC manual with the North American Industrial Classification System (NAICS) manual. As proposed, S.B. 1134 redefines "manual" as the NAICS manual to provide for a smooth transition from one classification system to the other. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 204.001, Labor Code, to redefine "manual." SECTION 2. Effective date: September 1, 2001. Makes application of this Act prospective.
