DIGEST AND PURPOSE

Currently, the Texas Unemployment Compensation Act defines "manual" as the
Standard Classification System (SIC) manual published by the United States
Office of Management and Budget. Over the next two years, the federal
government will replace the SIC manual with the North American Industrial
Classification System (NAICS) manual. As proposed, S.B. 1134 redefines
"manual" as the NAICS manual to provide for a smooth transition from one
classification system to the other.
