SRC-MKV, C.S.S.B. 1144 77(R)BILL ANALYSIS Senate Research CenterC.S.S.B. 1144 2001S0892/1By: Jackson Natural Resources 3/23/2001 Committee Report (Substituted) DIGEST AND PURPOSE Galveston County gave land to the Department of Criminal Justice (TDCJ) for the purpose of expanding their Southern Regional Medical Facility in Texas City. After the expansion was complete, some of the land given to TDCJ remained unused. C.S.S.B. 1144 allows TDCJ to give the remaining land back to Galveston County so that it may be used for the Esmond Juvenile Justice Facility, which is adjacent to the TDCJ facility in Texas City. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. (a) Requires the Texas Department of Criminal Justice, not later than January 31, 2002, to transfer to Galveston County, for consideration to which the parties mutually agree, the real property described by Subsection (c) of this section. (b) Requires the Texas Department of Criminal Justice to transfer the property by a deed without warranties. (c) Sets forth the description for the real property to which Subsection (a) of this section refers. SECTION 2. Effective date: upon passage or September 1, 2001. SUMMARY OF COMMITTEE CHANGES Differs from original in SECTION 1, Subsection (b) by being less specific regarding the transfer of the property from the Department of Criminal Justice to Galveston County. Also differs from original in SECTION 1 by deleting original Subsection (c) relating to the instrument of transfer for the property and redesignating original Subsection (d) as new Subsection (c).
