BACKGROUND AND PURPOSE 

Currently, veteran service officers trained by the Texas Veterans
Commission (TVC) assist veterans in Texas on issues such as pensions, death
benefits, educational assistance, home loans, insurance and
hospitalization, and outpatient care provided by or through state agencies.
Senate Bill 1159 requires TVC to adopt a memorandum of understanding with
certain state agencies to coordinate the provision of services to state
military veterans.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 1159 amends the Government Code to require the Texas Veterans
Commission to adopt a joint memorandum of understanding with the Texas
Workforce Commission, the Veterans' Land Board, and any other agency of the
state that administers a program applicable only to veterans or their
family members to coordinate the provision of services to state military
veterans.   

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
