SRC-BWC S.B. 1159 77(R)BILL ANALYSIS Senate Research CenterS.B. 1159 By: Truan Veteran Affairs & Military Installations 5/22/2001 Enrolled DIGEST AND PURPOSE Currently, veteran service officers, trained by the Texas Veterans Commission (commission), assist veterans in Texas on issues such as pensions, death benefits, educational assistance, home loans, insurance and hospitalization, and outpatient care provided by or through state agencies. S.B. 1159 requires the commission to adopt a memorandum of understanding with the Veterans' Land Board of the General Land Office, the Texas Workforce Commission, and any other agency of the state that administers a program applicable only to veterans or to the family members of veterans to coordinate the provision of services to state military veterans. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 434A, Government Code, by adding Section 434.0071, as follows: Sec. 434.0071. MEMORANDUM OF UNDERSTANDING. Requires the Texas Veterans Commission to adopt a joint memorandum of understanding with the Texas Workforce Commission, the Veterans' Land Board, and any other agency of the state that administers a program applicable only to veterans or the family members of veterans, to coordinate the provision of services to state military veterans. SECTION 2. Effective date: upon passage or September 1, 2001.
