DIGEST AND PURPOSE 
Texas needs to remain competitive during upcoming federal decisions about
base closures throughout the United States.  Texas' military bases should
reduce long term costs to the state as well as increase opportunities for
investment in infrastructure.  S.B. 1164 requires the Office of Defense
Affairs, working in conjunction with the Texas Strategic Military Planning
Commission, to request a report developing a five-year infrastructure plan
from each military installation in Texas.  Reports from military
installations may include investment information and recommendations to
optimize the retention, stability, and growth of, and private-sector
investment in, military installations and surrounding communities.  The
Office of Defense Affairs will compile the reports into a single report,
including its own recommendations, and submit copies to certain state
officials 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  (a)  Requires the Office of Defense Affairs of the Texas
Department of Economic Development (office), working in cooperation with
the Texas Strategic Military Planning Commission, to identify each
defense-dependent community in the state and request that each community
coordinate with the office and develop a five-year strategic infrastructure
plan, and submit the plan to the office as soon as possible but not later
than July 1, 2002. 

(b)  Requires each strategic infrastructure plan to include recommendations
for specific state investments designed to optimize the retention,
stability, and growth of military installations and their defense-dependent
communities; and increase the potential for private-sector investment in,
and future uses of, infrastructure associated with federal military
installations and defensedependent communities. 

 (c)  Requires the Office of Defense Affairs, not later than December 1,
2002, to: 

  _compile all plans submitted to the office under this Act into a single
report; 

  _include its own recommendations in relation to a comprehensive review of
the submitted plans; and 

  _submit a copy of the report and recommendations to the governor, the
lieutenant governor, the speaker of the house of representatives, and the
chair of each legislative committee with jurisdiction over defense affairs. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
