SRC- BWC S.B. 1164 77(R) BILL ANALYSIS Senate Research Center S.B. 1164 77R3340 BDH-DBy: Truan Veteran Affairs & Military Installations 3/22/2001 As Filed DIGEST AND PURPOSE Texas needs to remain competitive during upcoming federal decisions about base closures throughout the United States. Texas' military bases should reduce long term costs to the state as well as increase opportunities for investment in infrastructure. As proposed, S.B. 1164 requires the Office of Defense Affairs of the Texas Department of Economic Development to request a report addressing these issues from a five-year perspective from military installations throughout the State of Texas. The Office of Defense Affairs will compile the reports into a single report, including its own recommendations, and submit copies to the governor, lieutenant governor, and chairs of legislative committees overseeing matters related to defense affairs. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. (a) Requires the Office of Defense Affairs of the Texas Department of Economic Development (office) to request that each military installation in the state develop a five-year strategic infrastructure plan and submit the plan to the office not later than July 1, 2002. (b) Requires each strategic infrastructure plan to include recommendations for specific state investments designed to reduce long-term costs to the state of supporting infrastructure for military installations and defense-dependent communities, and increase the potential for privatesector investment in and use of infrastructure for military installations and defense-dependent communities. (c) Requires the Office of Defense Affairs, not later than December 1, 2002, to: _compile all plans submitted to the office under this Act into a single report; _include its own recommendations in relation to a comprehensive review of the submitted plans; and _submit a copy of the report and recommendations to the governor, the lieutenant governor, the speaker of the house of representatives, and the chair of each legislative committee with jurisdiction over defense affairs. SECTION 2. Effective date: upon passage or September 1, 2001.
