DIGEST AND PURPOSE

Texas needs to remain competitive during upcoming federal decisions about
base closures throughout the United States. Texas' military bases should
reduce long term costs to the state as well as increase opportunities for
investment in infrastructure. As proposed, S.B. 1164 requires the Office
of Defense Affairs of the Texas Department of Economic Development to
request a report addressing these issues from a five-year perspective from
military installations throughout the State of Texas. The Office of
Defense Affairs will compile the reports into a single report, including
its own recommendations, and submit copies to the governor, lieutenant
governor, and chairs of legislative committees overseeing matters related
to defense affairs.
