Committee Report (Substituted)

DIGEST AND PURPOSE
Texas needs to remain competitive during upcoming federal decisions about
base closures throughout the United States. Texas' military bases should
reduce long term costs to the state as well as increase opportunities for
investment in infrastructure. As proposed, S.B. 1164 requires the Office
of Defense Affairs, working in conjunction with the Texas Strategic
Military Planning Commission, to request a report developing a five-year
infrastructure plan from each military installation in Texas. Reports from
military installations may include investment information and
recommendations to optimize the retention, stability, and growth of, and
private-sector investment in, military installations and surrounding
communities. The Office of Defense Affairs will compile the reports into a
single report, including its own recommendations, and submit copies to
certain state officials

state officer, institution, or agency.
