SRC-CTC S.B. 1165 77(R) BILL ANALYSIS Senate Research Center S.B. 1165 77R8322 MCK-DBy: Truan Veteran Affairs & Military Installations 3/12/2001 As Filed DIGEST AND PURPOSE Currently, a person must complete 10 years of service as a federally recognized commissioned officer with an active unit of the Texas National Guard to be eligible for appointment as adjutant general. As proposed, S.B. 1165 reduces the number of years of service required from 10 to five in order to expand the pool of candidates for adjutant general in Texas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 431.022(b), Government Code, to reduce, from 10 to five, the number of years of service as a federally recognized commissioned officer with an active unit of the Texas National Guard that a person must have completed to be qualified for appointment as adjutant general. SECTION 2. Effective date: September 1, 2001.
