DIGEST AND PURPOSE

Currently, exemptions related with the open meetings act hinder open
deliberations among board of trustees of a certain independent school
district. As proposed, S.B. 1178 removes the exemption to the open meetings
act for a certain independent school district during deliberations by the
board of trustees for the appointment of a trustee to fill a vacancy on the
board.

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.
