DIGEST AND PURPOSE 

Article 2774b, V.T.C.S., governs the election of members of the board of
trustees in an independent school district with 140,000 or more students in
a city with a population of 1,590,000 or more. Currently, this statute
applies only to the Houston Independent School District (HISD).  S.B. 1180
conforms the HISD election filing deadline to the deadline provided by the
Education Code for other schools districts. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 4(a), Chapter 339, Acts of the 52nd Legislature,
Regular Session, 1951 (Article 2774b, V.T.C.S.), to change reference from
"not less than thirty (30) days prior to the date of said election" to "by
the deadline prescribed by Section 11.055, Education Code," relating to any
person desiring election for a position on the board of trustees of a
certain school district and the time by which those persons must file with
the board of trustees. 

SECTION 2.  Effective date: September 1, 2001.
