SRC-CTC S.B. 1186 77(R) BILL ANALYSIS Senate Research Center S.B. 1186 77R5327 YDB-DBy: Shapleigh Education 3/29/2001 As Filed DIGEST AND PURPOSE Currently, there is no central clearinghouse that provides a simple, yet comprehensive profile of all of Texas' higher education institutions. Students and parents who seek indicators of the strengths and weaknesses of the various public universities in Texas must compile the information from a variety of sources. As proposed, S.B. 1186 requires the Texas Higher Education Coordinating Board (board) to create and post a report on the board's Internet website which lists all public universities in the state and each university's corresponding performance on each of 20 measures. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.087, as follows: Sec. 61.087. PERFORMANCE MEASURES OF GENERAL ACADEMIC TEACHING INSTITUTIONS. (a) Requires the Texas Higher Education Coordinating Board (board) to develop and implement a program to rank general academic teaching institutions in this state. (b) Requires general academic teaching institutions in this state to prepare a report providing data required under this section to the board not later than November 1 following the completion of an academic year. Provides that the report must contain certain data. (c) Requires the board to compile the data received under Subsection (b) and determine a rank for each general academic teaching institution by certain methods. (d) Requires the board, for each general academic teaching institution in this state, to annually publish and post, in a grid format, certain information on the board's Internet site. (e) Requires each general academic teaching institution in this state to provide a link on the institution's Internet home page to the board's Internet site described in Subsection (d). SECTION 2. Effective date: September 1, 2001. SECTION 3. (a) Requires each general academic teaching institution in this state, beginning with the 2001-2002 academic year, to compile data required under Section 61.087, Education Code, as added by this Act. (b) Requires the board, not later than January 1, 2003, to publish and post on the board's Internet site the rankings of the general academic teaching institutions in this state as required by Section 61.087, Education Code, as added by this Act.
