Students and parents who seek indicators of the strengths and weaknesses of the various public universities in Texas must compile the information from a variety of sources. C.S.S.B. 1186 requires the Texas Higher Education Coordinating Board (board) to create and post a report on the board's Internet website which lists all public universities in the state and each university's corresponding performance on each of 20 measures. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.088, as follows: Sec. 61.088. PUBLICATION OF PERFORMANCE DATA OF GENERAL ACADEMIC TEACHING INSTITUTIONS. (a) Requires the Texas Higher Education Coordinating Board (board) to develop and implement a program to publish performance date provided to the board by general academic teaching institutions under this section. (b) Requires a general academic teaching institution, not later than November 1, following the completion of an academic year, to provide to the board reports containing the performance data required under this section. Provides that the reports must contain certain data. (c) Requires the board, each year in a grid format, to publish and post on the board's Internet site the names of the general academic teaching institutions, the performance data required by Subsection (b), and any other information considered appropriate by the board. Requires the board to use the classification system developed by the Carnegie Foundation in publishing and posting the information. (d) Requires each general academic teaching institution in this state to provide a link on the institution's Internet home page to the board's Internet site described in Subsection (c). (e) Provides that a general academic teaching institution is not required to report to the board the performance data required by Subsection (b) if the data is available to the board from another source. SECTION 2. Effective date: September 1, 2001. SECTION 3. (a) Requires each general academic teaching institution in this state, beginning with the 2001-2002 academic year, to provide the performance data required under Section 61.088, Education Code, as added by this Act. (b) Requires the board, not later than January 1, 2003, to publish and post on the board's Internet site the performance data provided by the general academic teaching institutions in this state as required by Section 61.088, Education Code, as added by this Act. SUMMARY OF COMMITTEE CHANGES SECTION 1. Amends As Filed S.B. 1186 by adding Section 61.088, rather than 61.087, to the Education Code, as follows: Sec. 61.088. (a) Requires the Texas Higher Education Coordinating Board (board) to develop and implement a program to publish performance date provided to the board by general academic teaching institutions under this section. (b) Requires a general academic teaching institution, not later than November 1, following the completion of an academic year, to provide to the board reports containing the performance data required under this section. Provides that the reports must contain certain data. (c) Requires the board, each year in a grid format, to publish and post on the board's Internet site the names of the general academic teaching institutions, the performance data required by Subsection (b), and any other information considered appropriate by the board. Provides that this Act takes effect September 1, 2001, rather than 2002. SECTION 3. Makes conforming changes.
