DIGEST AND PURPOSE 

Texas has a 367-mile coastline bordering the Gulf of Mexico along which
slightly over 25 percent of the state's 20 million residents live. In the
next ten years, this population is estimated to increase more than 13
percent within the 18-county coastal region, leaving 5.8 million Texans in
an area prone to natural disasters such as hurricanes. As proposed, S.B.
1203 directs the division of emergency management in the office of the
governor to provide certain processes undertaken by political subdivisions. 

RULEMAKING AUTHORITY

Rulemaking authority is expressly granted to the division of emergency
management in the office of the governor in SECTION 2 (Section 418.0425,
Government Code) of this bill. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 418.042(a), Government Code, to require the
state's emergency management plan to include a coastal hazard reduction and
recovery annex as described by Section 418.0425 and to authorize it to
include certain information. 

SECTION 2. Amends Chapter 418C, Government Code, by adding Section
418.0425, as follows: 

Sec. 418.0425. COASTAL HAZARD REDUCTION AND RECOVERY ANNEX. Requires the
division of emergency management in the governor's office (division) to
prepare a coastal hazard reduction and recovery annex to the state
emergency management plan. Requires the annex to include certain
information. Requires the division to adopt rules to administer this
section. 
 
SECTION 3. Effective date: September 1, 2001.
                      Requires the division of emergency management to
implement the Coastal                                     Hazard Reduction
and Recovery Annex as described by Section 418.0425,
Government Code, as added by this Act, on or before March 1, 2002.
