SRC-SEW S.B. 1219 77(R) BILL ANALYSIS Senate Research Center S.B. 1219 77R7666 SMH-DBy: Bernsen Natural Resources 4/28/2001 As Filed DIGEST AND PURPOSE Current state law requires coastal communities to contribute 25 percent to the cost of a coastal erosion response study project. Many coastal communities are small and relatively rural and have not been able to raise the 25 percent necessary to receive the additional general revenue funding for the project. The state funding is allocated from general revenue. As proposed, S.B. 1219 lowers the local contribution from 25 percent to 15 percent. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 33.603(c), Natural Resources Code, to set forth guidelines concerning an agreement between the commissioner and a qualified project partner to undertake a coastal erosion response study or project. SECTION 2. Effective date: upon passage or September 1, 2001.
