SRC-MWN S.B. 1293 77(R)BILL ANALYSIS Senate Research CenterS.B. 1293 By: Van de Putte Education 5/31/2001 Enrolled DIGEST AND PURPOSE Many parents who participate in the Early Head Start and Head Start programs lack access to child care services. S.B. 1293 coordinates the services of the Texas Workforce Commission and local workforce development boards to improve access to and availability of child-care services. S.B. 1293 also provides for transportation assistance for the coordination of Early Head Start, Head Start and child-care services. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 72, Human Resources Code, by adding Section 72.003, as follows: Sec. 72.003. COORDINATION OF SERVICES. Requires each Head Start or Early Head Start program provider to coordinate with the Texas Workforce Commission and local workforce development boards regarding subsidized child care services. Requires the coordination required by this section to include coordinating to ensure, to the extent practicable, that full-day, full-year child-care services are available to meet the needs of lowincome parents who are working or participating in workforce training or workforce education. Authorizes the coordination to also include certain other activities. SECTION 2. Effective date: September 1, 2001.
