SRC-MWN S.B. 1293 77(R) BILL ANALYSIS Senate Research Center S.B. 1293 By: Van de Putte Education 3/27/2001 As Filed DIGEST AND PURPOSE Currently, many parents that participate in the Early Head Start and Head Start Program lack access to child care services. As proposed, S.B. 1293 coordinates the services of the Texas Workforce Commission and local workforce development boards to improve access and availability to child care services. S.B. 1293 also provides for transportation assistance for the coordination of Early Head Start, Head Start and childcare services. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 72, Human Resources Code, by adding Section 72.003, as follows: Sec. 72.003. COORDINATION OF SERVICES. Requires consistent with 45 CFR 1304.40(h)(1), 45 CFR 1304.41(a)(2), and 45 CFR 98.14, an Early Head Start or Head Start program to coordinate with the Texas Workforce Commission and local workforce development boards regarding subsidized child care services. Requires the coordination to consist of ensuring full-day, full-year child care services are available to meet the needs of lowincome parents who are working or in training or education activities. Authorizes additional coordination to consist of certain activities. SECTION 2. Effective date: September 1, 2001.
