SRC-MWN S.B. 1294 77(R) BILL ANALYSIS Senate Research Center S.B. 1294 By: Van de Putte Business & Commerce 4/9/2001 As Filed DIGEST AND PURPOSE As proposed, S.B. 1294 establishes Teacher Education and Compensation Helps (T.E.A.C.H) pilot projects to assist teachers in retaining employment in the field of child care. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 302, Labor Code, by adding Section 302.009, as follows: Sec. 302.009. T.E.A.C.H. PILOT PROJECTS. Requires the Texas Workforce Commission (commission) to establish Teacher Education and Compensation Helps (T.E.A.C.H.) pilot projects to assist teachers in retaining employment in the field of child care. Authorizes the commission to consult with other early childhood teacher education and compensation projects. Requires each pilot, at a minimum, to demonstrate certain criteria. Requires a teacher, to be eligible to participate in a T.E.A.C.H. pilot, to be employed in a child care program that has a provider agreement with a local workforce development board to serve families receiving subsidized child care services. Requires the commission to determine T.E.A.C.H. pilot sites in at least three specified areas of the state. SECTION 2. Effective date: September 1, 2001.
