DIGEST AND PURPOSE 

C.S.S.B. 1294 establishes Teacher Education and Compensation Helps
(T.E.A.C.H) pilot projects to assist teachers in retaining employment in
the field of child care. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 302A, Labor Code, by adding Section 302.0055, as
follows: 

Sec. 302.0055. T.E.A.C.H. PILOT PROJECTS. (a) Requires the Texas Workforce
Commission (commission) to establish a pilot program to be known as the
Teacher Education and Compensation Helps (T.E.A.C.H.) pilot project, to
assist teachers in retaining employment in the field of child care.
Authorizes the commission, in establishing and administering the program,
to consult with any other early childhood teacher pilot project.  

(b) Requires the commission to operate the pilot program in at least three
locations throughout the state, one of which is to be an urban community,
one of which is to be a rural community, and one of which is to be a
community in the region of the state that borders the United Mexican
States.      

(c) Requires a teacher, to be eligible to participate in the pilot program,
to be employed in a child care program that has a provider agreement with a
local workforce development board to serve families that receive subsidized
child care services. 

(d) Provides that each location in which the pilot program is operated, the
pilot program, at a minimum, is required to meet certain criteria. 

(e) Requires the commission, not later than December 1 of each year, to
submit a report to the governor and the legislature regarding the status
and results of the T.E.A.C.H. pilot program. 

  (f) Sets forth that this section expires September 1, 2005.

SECTION 2. Effective date: September 1, 2001.

proposed Subsections (a)-(c) and add Subsections (d)-(f) regarding the
Teacher Education and Compensation Helps pilot program.
