SRC-BWC S.B. 1350 77(R) BILL ANALYSIS Senate Research Center S.B. 1350 2001S0740/1By: Armbrister Criminal Justice 4/6/2001 As Filed DIGEST AND PURPOSE The Associated Public Safety Communications Officials Project 25 Digital Communications Standard (Project 25) is designed to insure the interoperability of voice and data communications between federal, state, and local law enforcement agencies. The Texas Interagency Radio Communications Task Force was established for the purpose of conducting a state agency needs assessment and evaluating technologies in order to establish a common plan for future wireless communications. In addition, the Texas Department of Public Safety (DPS) has adopted Project 25. As proposed, S.B. 1350 authorizes DPS and each state agency to acquire public safety land mobile two-way radio communications equipment that meets the standards of Project 25. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 411A, Government Code, by adding Section 411.0101, as follows: Sec. 411.0101. ACQUISITION OF LAND MOBILE TWO-WAY RADIO COMMUNICATIONS. Authorizes the Department of Public Safety and each state agency to acquire any public safety land mobile two-way radio communications equipment that meets the standards of the Association of Public Safety Communications Officials' Project 25 as the standards existed on January 1, 2001. SECTION 2. Effective date: upon passage or September 1, 2001.
