DIGEST AND PURPOSE

Currently, state law allows liens for aircraft storage, repairs, and
maintenance work, but not for fueling an aircraft. As proposed, S.B. 1374
gives fuel vendors the same legal rights for liens on the owner of an
aircraft who has not paid fueling charges as those who store or repair
aircrafts.

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.
