DIGEST AND PURPOSE 

Currently, there are no statutes that properly identify or give state
recognition to Native American tribes.  As proposed, S.B. 1406 requires the
governor to appoint a committee to study the need for establishing a
commission on Native American affairs. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  (a)  Requires the governor to appoint a committee to study the
need for establishing a commission on Native American affairs.  Requires
the committee to consist of six members appointed by the governor, with at
least one Native American member. 

(b)  Requires the committee, not later than December 1, 2002, to report its
recommendation to the governor, the lieutenant governor, and the speaker of
the house of representatives. 

 (c)  Provides that this Act expires and the committee is abolished on June
1, 2003. 

SECTION 2.  Effective date: September 1, 2001.
