SRC-JEC S.B. 1421 77(R)BILL ANALYSIS Senate Research CenterS.B. 1421 By: West, Royce Jurisprudence 6/20/2001 Enrolled DIGEST AND PURPOSE The 75th Legislature provided funding for the Center for the Study and Prevention of Juvenile Crime and Delinquency (center) at Prairie View A&M University, which works to research and prevent juvenile crime. S.B. 1421 increases from 25 cents to 50 cents the fee per conviction, to be credited to the center. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Articles 102.075, Code of Criminal Procedure, by amending Subsection (m) and adding Subsection (n), to provide that in addition to the cost on conviction imposed by Subsection (a), a person convicted of an offense described by Subsection (a) is required to pay 50, rather than 25, cents on conviction of the offense. Requires a person convicted of an offense described by Subsection (a), in addition to the costs on conviction imposed by Subsections (a) and (m), to pay 50 cents on conviction of the offense. Requires the comptroller to deposit money received under this subsection to the credit of an account in the state treasury to be used only for the establishment and operation of the Correctional Management Institute of Texas and Criminal Justice Center account. Provides that Subsection (h) does not apply to money received under this subsection. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 2001.
