DIGEST AND PURPOSE 

Prairie View A&M University has initiated a multidisciplinary approach to
address violence against women on campus by establishing victim services,
promoting education, and coalition-building with campus and community
partners.  Dating violence, sexual assault, sexual harassment, and stalking
disrupt a victim's education process.  S.B. 1429 creates the Center for
Relationship Violence Prevention and Intervention at Prairie View A&M
University to expand victim services programs, maintain education and
awareness, and establish a victim's shelter that would serve Waller County
and neighboring communities. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 87B, Education Code, by adding Section 87.107,
as follows: 

Sec. 87.107.  CENTER FOR RELATIONSHIP VIOLENCE PREVENTION AND INTERVENTION.
(a) Establishes the Center for Relationship Violence Prevention and
Intervention (center) at Prairie View A&M University System. 

(b) Provides that the organization, control, and management of the center
is vested in the board of regents of the Texas A&M University System
(board). 

(c) Requires the board to approve the employment of personnel by and the
operating budget of the center.  Provides that an employee of the center is
an employee of Prairie View A&M University. 

  (d) Authorizes the center to perform certain functions.

(e) Authorizes the center to enter into a cooperative agreement or contract
with a public or private entity to perform the duties of the center. 

(f) Authorizes the board to accept gifts and grants from a public or
private source for the benefit of the center. 

(g) Provides that the establishment of the center is subject to the
availability of federal funding or other funding for that purpose.
Prohibits the board from using legislative appropriations, other than any
gifts or grants subject to appropriation, to establish or operate the
center. 

SECTION 2.  Effective date: September 1, 2001.
