SRC-SEW S.B. 1439 77(R) BILL ANALYSIS Senate Research Center S.B. 1439 77R7331 MTB-FBy: Gallegos State Affairs 3/22/2001 As Filed DIGEST AND PURPOSE Under current law, Texas counties are authorized to charge a fee of up to $11.50 per vehicle registered with TxDOT, and up to $10 of this fee is statutorily dedicated to the county Road and Bridge Fund. In order to redistribute these funds equitably across the county, S.B. 1439, as proposed, requires a redistribution of the portion of the fund generated by county vehicle registration fees to be based upon the population of each municipality and the population of each unincorporated region in the county. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends section 502.103, Transportation Code, to require the commissioners court of a county with a population of more than 2.8 million to allocate during each county fiscal year funds credited under this section for certain road projects. Requires the allocation to be made in the same proportion that the population of the municipality located in the county or the population of the unincorporated area bears to the total population of the county. SECTION 2. Effective date: September 1, 2001. Makes application of this Act prospective.
