SRC-JEC S.B. 1456 77(R) BILL ANALYSIS Senate Research Center S.B. 1456 By: Lucio Health & Human Services 3/23/2001 As Filed DIGEST AND PURPOSE Currently, diabetes is a significant problem in Texas; juvenile diabetes is of particular concern. As proposed, S.B. 1456 establishes a study group to research the problem of pediatric diabetes and make recommendations to the legislature and the governor on diabetes scientific research opportunities in Texas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. SHORT TITLE. Establishes that the short title of this Act is the "Texas Pediatric Diabetes Research Act of 2001." SECTION 2. FINDINGS. Sets forth legislative findings. SECTION 3. ESTABLISHMENT OF A PEDIATRIC DIABETES RESEARCH WORKING GROUP IN THE TEXAS DEPARTMENT OF HEALTH. Requires the commissioner of the Texas Department of Health (commissioner), in consultation with the Texas Diabetes Council (council), to establish a Pediatric Diabetes Research-Plan Group (working group). Requires the working group to conduct analysis to advise the legislature and governor on the development of a plan to investigate the scientific research opportunities for pediatric diabetes in the state and assess resources, talent, and diabetes burden, both economic and health-related. Requires the working group to draft a comprehensive report with accompanying research funding recommendations. Sets forth the composition of the working group. Requires the commissioner, with recommendation from the council, to select a member of the working group to serve as chair. Prohibits the chair from being an officer or employee of the state. Requires the working group to meet at least four times and to meet with a professional facilitator with experience in strategic planning. Authorizes the working group to be compensated only for travel and materials. Requires the commissioner to complete appointments to the working group not later than the 90th day after the enactment of this Act. Terminates the working group upon the expiration of the 30-day period beginning on the date on which the report is submitted to the legislature and governor.
