SRC-CTC S.B. 1503 77(R) BILL ANALYSIS Senate Research Center S.B. 1503 77R3160 QS-DBy: Lucio Business & Commerce 4/2/2001 As Filed DIGEST AND PURPOSE Currently, the Texas Department of Housing and Community Affairs (department) makes funding allocation decisions based on available housing needs data. The current State Low Income Housing Plan is based on 1990 census data. As proposed, S.B. 1503 requires the department to complete an assessment of Texas housing needs based on the new 2000 census data. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 2306, Government Code, by adding Subchapter GG, as follows: SUBCHAPTER GG. TEXAS AFFORDABLE HOUSING NEEDS ASSESSMENT Sec. 2306.781. DEFINITIONS. Defines "border region" and "public senior college or university." Sec. 2306.782. TEXAS AFFORDABLE HOUSING NEEDS ASSESSMENT. Requires the Texas Department of Housing and Community Affairs (department) to assess, in conjunction with the office of the comptroller, the future affordable housing needs of the regions of this state, including West Texas, the Panhandle, East Texas, Central Texas, and the border region and any other part of South Texas. Requires the department, in making the assessment required by this subchapter, to project the affordable housing needs of each region as of the end of each five-year period occurring between September 1, 2001, and September 1, 2021, and as of September 1, 2031. Sec. 2306.783. FUNDING. Authorizes the department to use any available revenue, including legislative appropriations, to make the assessment required by this subchapter. Sec. 2306.784. CONTRACTUAL AUTHORITY. Authorizes the department to contract with a research center, a public senior college or university, or a component of a public senior college or university, including the Lyndon B. Johnson School of Public Affairs, to make the assessment required by this subchapter. Sec. 2306.785. REPORT. Requires the department, not later than September 1, 2002, to submit a report to certain individuals and entities detailing the department's findings on the future affordable housing needs of this state and the regions of this state. Sec. 2306.786. EXPIRATION DATE. Provides that this subchapter expires October 1, 2002. SECTION 2. Effective date: September 1, 2001.
