DIGEST AND PURPOSE

Currently, the Juvenile Probation Commission (JPC) is included as an agency
under the Health and Human Services Commission (commission). However, JPC
has limited health and human services (HHS) interactions and works closely
with only a couple of HHS agencies. JPC is subject to numerous policy and
operational requirements implemented by the Health and Human Services
Commission for the group of HHS agencies. Further, JPC finds that it must
attend numerous meetings that affect HHS agencies that are not relevant to
JPC except for their oversight attachment to the commission. As proposed,
S.B. 1589 removes JPC from the Health and Human Services Commission
umbrella.
