DIGEST AND PURPOSE 

Currently, federal, state, and local funds are used to support after-school
and summer programs intended for students at risk of academic failure.
However, Texas has no consistent guidelines or quality measures to ensure
that these funds are achieving results.  This makes it difficult for
after-school program administrators to seek new or continued funding from
private and public sources.  As proposed, S.B. 1625 requires the Texas
Education Agency (TEA) to develop guidelines for the effective use of
public and private funds in after-school and summer programs for students
at risk of academic failure.  This bill also requires TEA to research and
disseminate information on effective evaluation of these programs and
directs that this information be publicly available via TEA's Internet
website. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 7B, Education Code, by adding Section 7.025, as
follows: 

Sec. 7.025.  GUIDELINES FOR CERTAIN AFTER-SCHOOL AND SUMMER PROGRAMS.  (a)
Defines "student at risk of dropping out of school." 

(b) Requires the Texas Education Agency (agency) to adopt guidelines for
effectively using money from public and private sources in after-school and
summer programs for students at risk of dropping out of school or students
identified as likely not to be promoted to the next grade level. 

(c) Requires the agency, in developing guidelines under Subsection (b), to
carry out certain duties. 

(d) Requires the agency to conduct research on evaluation instruments to
use in evaluating the effectiveness of after-school and summer programs and
determine which instruments are effective. 

(e) Requires the agency to post on the agency's Internet website certain
information. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
