SRC-CTC S.B. 1664 77(R) BILL ANALYSIS Senate Research Center S.B. 1664 77R7242 GJH-DBy: Wentworth Education 4/9/2001 As Filed DIGEST AND PURPOSE Currently, public school teachers do not receive credit for time spent teaching in a Texas college or university for the purposes of retirement eligibility. Years enrolled in the optional retirement program are not counted towards years of service in the Teacher Retirement System (TRS). As proposed, S.B. 1664 authorizes TRS to count, for a member who has at least 20 years of service credit as a classroom teacher, up to two years of service performed as a participant in the optional retirement program. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 824.202, Government Code, to require the Teacher Retirement System of Texas (TRS), for the sole purpose of determining retirement eligibility under Subsection (a)(4), to consider for a member who has at least 20 years of service credit as a classroom teacher up to two years of service performed as a participant in the optional retirement program under Chapter 830 as if it were service for which credit is established in TRS. SECTION 2. Effective date: September 1, 2001.
