SRC-MKV, JEC S.B. 1671 77(R)BILL ANALYSIS Senate Research CenterS.B. 1671 By: Jackson Education 6/14/2001 Enrolled DIGEST AND PURPOSE School districts across the state are having difficulty meeting all their expenses concerning property and equipment needs under current law payment methods. A school district must purchase a new school bus through its maintenance and operations budget. S.B. 1671 authorizes a school district to issue bonds for the purchase of new school buses. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 45.001(a), Education Code, to authorize the governing board of an independent school district, including certain entities, the governing board of a rural high school district, and the commissioners court of a county, on behalf of each common school district under its jurisdiction, to issue bonds, rather than negotiable coupon bonds, for certain purposes, including the purchase of new school buses. SECTION 2. Effective date: upon passage or September 1, 2001.
