SRC-JEC S.B. 1671 77(R) BILL ANALYSIS Senate Research Center S.B. 1671 77R3554 ESH-DBy: Jackson Education 3/19/2001 As Filed DIGEST AND PURPOSE Currently, a school district must purchase a new school bus through its maintenance and operations budget. As proposed, S.B. 1671 authorizes a school district to issue bonds for the purchase of a new school bus. It also requires a new school bus purchased with bond proceeds to be fueled by diesel or natural gas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 45.001, Education Code, by amending Subsection (a) and adding Subsection (d), as follows: (a) Authorizes the governing board of an independent school district, including certain entities, the governing board of a rural high school district, and the commissioners court of a county, on behalf of each common school district under its jurisdiction, to issue bonds, rather than negotiable coupon bonds, for certain purposes, including the purchase of new school buses. (d) Requires school buses purchased with the proceeds of bonds issued under Subsection (a) to be fueled by clean diesel fuel, as determined under federal law or regulation, or natural gas. SECTION 2. Effective date: upon passage or September 1, 2001.
