DIGEST AND PURPOSE 

School districts across the state are having difficulty meeting all their
expenses concerning property and equipment needs under current law payment
methods.  Currently, a school district must purchase a new school bus
through its maintenance and operations budget.  C.S.S.B. 1671 authorizes a
school district to issue bonds for the purchase of a new school bus.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 45.001, Education Code, by amending Subsection
(a) and adding Subsection (d), to authorize the governing board of an
independent school district, including certain entities, the governing
board of a rural high school district, and the commissioners court of a
county, on behalf of each common school district under its jurisdiction, to
issue bonds, rather than negotiable coupon bonds, for certain purposes,
including the purchase of new school buses. 

SECTION 2.  Effective date: upon passage or September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

Differs from original by removing proposed Subsection (d), Section 45.001,
Education Code,  relating to fuel requirements for school buses purchased
with the proceeds of bonds issued under Subsection (a)(1)(D).
