SRC-MKV S.B. 1730 77(R) BILL ANALYSIS Senate Research Center S.B. 1730 77R3312 KKA-DBy: Cain Education 4/17/2001 As Filed DIGEST AND PURPOSE Currently, school districts with fewer than 5,000 students in average daily attendance are eligible for adjustments to the basic allotment (Tier I) funding. This adjustment is found in Section 42.103(d) of the Education Code, but was inadvertently drafted so that the adjustment formula was removed from the statute after the 2000-2001 school year. As proposed, S.B. 1730 permanently places the formula in the statute as was originally intended and as is provided in S.B. 1 of the 77th Legislature. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 42.103(d), Education Code, to delete the formulas for the 1996-1997 through 2000-2001 school years for the adjustment of average daily attendance of a school district used to determine the adjusted basic allotment of the school district. SECTION 2. Effective date: September 1, 2001.
