HBA-JEK S.B. 1799 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1799 By: Bernsen State, Federal & International Relations 5/5/2001 Engrossed BACKGROUND AND PURPOSE The 75th Legislature established the Spindletop Centennial Celebration Commission (commission) to coordinate state and local activities relating to the celebration of the centennial of the discovery of the Spindletop Oil Field. This oil field located near Beaumont signaled the birth of the modern petroleum industry and yielded more than 153,000,000 barrels of oil by 1985. Current law requires the commission to issue a final report regarding its contributions, expenditures, and funds as soon after December 31, 2001, that the commission determines it has completed its work and no later than March 31, 2002. The commission has already performed all of its functions and would like to issue its final report as soon as possible. Senate Bill 1799 requires the commission to file its final report by July 1, 2001. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1799 requires the Spindletop Centennial Celebration Commission (commission) to file its final report after May 1, 2001, but not later than July 1, 2001. The commission is also abolished July 1, 2001. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
