SRC-MWN S.B. 1799 77(R) BILL ANALYSIS Senate Research Center S.B. 1799 By: Bernsen Natural Resources 4/18/2001 As Filed DIGEST AND PURPOSE The Spindletop Centennial Commission was created in 1997 and called for a final report as soon after December 31, 2001 as the commission determines its work is completed. However, the commission has performed all its functions and would like to issue its final report as soon as possible. As proposed, S.B. 1799 provides that the commission is authorized to submit a final report after May 1, 2001 and before July 1, 2001. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 569(7)(a), Acts of the 75th Legislature, Regular Session, 1997, to require the Spindletop Centennial Celebration Commission (commission), as soon after May 1, rather than December 31, 2001, as the commission determines that it has completed its work and has satisfied its financial obligations, but not later than July 1, 2001, rather than March 31, 2002, to file with the secretary of state a final report verified by a certified public accountant that shows certain information. SECTION 2. Amends Chapter 569(9), Acts of the 75th Legislature, Regular Session, 1997, as follows: Sec. 9. EXPIRATION. Provides that this Act expires and the commission is abolished July 1, 2001, rather than March 31, 2002. SECTION 3. Effective date: upon passage or September 1, 2001.
