SRC-CTC S.B. 1805 77(R) BILL ANALYSIS Senate Research Center S.B. 1805 By: Truan Veteran Affairs & Military Installations 4/17/2001 As Filed DIGEST AND PURPOSE Currently, the Texas Strategic Military Planning Commission (commission) is under the Texas Department of Economic Development (department), and reports directly to the executive director of the department. As proposed, S.B. 1805 transfers the commission, with all powers and duties, to the Office of the Governor and requires the commission to report directly to the governor. The bill also required the department to provide administrative support to the commission. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Redesignates Section 481.0066, Government Code, as Chapter 436, Government Code, and amends as follows: CHAPTER 436. TEXAS STRATEGIC MILITARY PLANNING COMMISSION Sec. 436.001. New heading: DEFINITION. Defines "commission." Sec. 436.002. COMMISSION. Provides that the Texas Strategic Military Planning Commission (commission) is within the office of the governor. Sec. 436.003. COMPOSITION. Created from existing text of Section 481.0066(b). Sec. 436.004. TERMS AND OFFICERS. Created from existing text of Sections 481.0066(c) and (d). Sec. 436.005. COMPENSATION AND EXPENSES. Created from existing text of Section 481.0066(e). Sec. 436.006. MEETINGS; OPEN GOVERNMENT. Created from existing text of Section 481.0066(f). Sec. 436.007. APPLICABILITY OF ADVISORY COMMITTEE LAW. Created from existing text of Section 481.0066(g). Sec. 436.008. POWER AND DUTIES OF COMMISSION. Created from existing text of Section 481.0066(h). Requires the commission to serve as an advisory committee to the office of the governor and the Office of Defense Affairs in the Texas Department of Economic Development (department) on the effect of the military on the economy of this state. Sec. 436.009. ADMINISTRATIVE SUPPORT. Requires the department to provide administrative support to the commission. SECTION 2. Effective date: September 1, 2001.
