SRC-MWN S.B. 1840 77(R) BILL ANALYSIS Senate Research Center S.B. 1840 77r14355 KSD-DBy: Van de Putte Education 5/8/2001 As Filed DIGEST AND PURPOSE As proposed, S.B. 1840 requires the board of regents of The University of Texas System and the Texas Higher Education Coordinating Board to conduct a study evaluating the benefits of operating The University of Texas at San Antonio and The University of Texas Health Science Center at San Antonio as a single research university. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 65C, Education Code, by adding Section 65.47, as follows: Sec. 65.47. STUDY REGARDING THE OPERATION OF THE UNIVERSITY OF TEXAS AT SAN ANTONIO AND THE UNIVERSITY OF TEXAS HEALTH SCIENCE CENTER AS SINGLE RESEARCH UNIVERSITY. (a) Requires the board of regents of The University of Texas System (board), with the assistance of the Texas Higher Education Coordinating Board (board), to conduct a study to evaluate the feasibility and potential benefits of operating The University of Texas at San Antonio and The University of Texas Health Science Center at San Antonio as a single research university. (b) Requires the board, in conducting the study, to take certain actions. (c) Requires the board to complete the study and report the results of the study to the legislature on or before October 1, 2002. Requires the report to include the board's recommendations concerning the proposed change in the operation of the institutions and, if the board determines appropriate, to establish a time line and identify actions necessary to implement the change. (d) Provides that this section expires September 1, 2003. SECTION 2. Effective date: upon passage or September 1, 2001.
