SRC-MKV S.C.R. 32 77(R) BILL ANALYSIS Senate Research Center S.C.R. 32 77R5722 MTD-DBy: Haywood Finance 4/25/2001 As Filed DIGEST Government is under increasing pressure to reduce costs while, at the same time, citizens expect the services provided by the government to improve. One way to reconcile the issues of reduced funding and improved services is to introduce competition into the operation of government. To that end, state agencies should consider adopting a managed competition model as a means of containing the costs of government services while ensuring that the services that taxpayers receive are delivered as efficiently and effectively as possible. Managed competition provides an equal opportunity for governmental agencies to compete with private vendors to provide government services in the most economic and efficient manner. PURPOSE As proposed, S.C.R. 32 submits the following resolutions: Provides that the 77th Legislature of the State of Texas hereby directs all state agencies to consider implementing a managed competition process in order to reduce costs and improve services and to consider using the methodology of the comptroller of public accounts to administer the process. Provides that the secretary of state shall forward an official copy of this resolution to the executive director of each state agency.
