SRC-CTC S.J.R. 2 77(R)BILL ANALYSIS Senate Research CenterS.J.R. 2 By: Wentworth Education 6/13/2001 Enrolled DIGEST AND PURPOSE Currently, some school districts own historic one-room schoolhouses. S.J.R. 2 amends the Texas Constitution to allow the board of trustees of a school district to donate this property to certain entities for preservation. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article VII, Texas Constitution, by adding Section 4B, as follows: Sec. 4B. Authorizes the legislature to allow the board of trustees of an independent school district to donate real property or improvements formerly used as a school campus in the interest of preserving the improvements. Provides that the legislature must require the board of trustees to determine that the property meets certain criteria. Sets forth the conditions that the property must meet to be eligible for transfer. SECTION 2. Requires that this constitutional amendment be put before the voters in an election on November 6, 2001. Requires the ballot to be printed to permit voting for or against the proposition and sets forth specific wording to be contained on the ballot.
