                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to  the Department of Public Safety Historical Museum and
 1-3     Research Center.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Chapter 411, Government Code, is amended by adding
 1-6     Subchapter J to read as follows:
 1-7         SUBCHAPTER J. DEPARTMENT OF PUBLIC SAFETY HISTORICAL MUSEUM
 1-8                             AND RESEARCH CENTER
 1-9           Sec. 411.301.  DEFINITION. In this subchapter, "museum" means
1-10     the nonprofit organization, known as the Department of Public
1-11     Safety Historical Museum and Research Center, established by
1-12     employees and former employees of the department for the purposes
1-13     of creating and operating a museum and research facility to:
1-14                 (1)  inform the public about the personnel and history
1-15     of the department; and
1-16                 (2)  educate young people about law enforcement
1-17     procedures through an interactive facility.
1-18           Sec. 411.302.  GENERAL PROVISIONS. The commission may:
1-19                 (1)  establish a support staff in the department to
1-20     assist the museum;
1-21                 (2)  use department property to fulfill the purposes of
1-22     this subchapter; and
1-23                 (3)  enter into a contract with the museum.
1-24           Sec. 411.303.  PERSONNEL. (a)  The director may appoint and
 2-1     assign duties to department personnel to serve as paid support
 2-2     staff for the museum.
 2-3           (b)  The support staff may consist of a historian, a
 2-4     librarian, and other personnel as needed to administer the museum.
 2-5           (c)  The department may spend funds to hire support staff.
 2-6           Sec. 411.304.  FUNDING. (a)  The Department of Public Safety
 2-7     Historical Museum and Research Center account is created as a
 2-8     special account outside the state treasury to be held at the
 2-9     Department of Public Safety Credit Union and to be administered by
2-10     the commission.  The money in the account may be used only to
2-11     administer this subchapter.
2-12           (b)  The account is composed of money collected under
2-13     Sections 521.421(h), 521.422(d), and 522.029(h), Transportation
2-14     Code.
2-15           SECTION 2. Section 521.421, Transportation Code, is amended
2-16     by adding Subsection (h) to read as follows:
2-17           (h)  The department shall collect an additional fee of $1 for
2-18     the issuance or renewal of a license if the person applying for or
2-19     renewing a license chooses to pay the additional fee.  On any form
2-20     the department uses to inform a person of the additional fee
2-21     collected under this subsection, the department shall use similar
2-22     language and the same size and font type used by the department to
2-23     inform a person of any other additional fee collected under this
2-24     section.  The department shall remit fees collected under this
2-25     subsection to the comptroller, who shall maintain the identity of
2-26     the source of the fees.  The comptroller shall deposit the funds
2-27     received under this subsection to the credit of the Department of
 3-1     Public Safety Historical Museum and Research Center account
 3-2     established by Subchapter J, Chapter 411, Government Code.
 3-3           SECTION 3. Section 521.422, Transportation Code, is amended
 3-4     by adding Subsection (d) to read as follows:
 3-5           (d)  The department shall collect an additional fee of $1 for
 3-6     the issuance or renewal of a personal identification card if the
 3-7     person applying for or renewing an identification card chooses to
 3-8     pay the additional fee.  On any form the department uses to inform
 3-9     a person of the additional fee collected under this subsection, the
3-10     department shall use similar language and the same size and font
3-11     type used by the department to inform a person of any other
3-12     additional fee collected under this section.  The department shall
3-13     remit fees collected under this subsection to the comptroller, who
3-14     shall maintain the identity of the source of the fees.  The
3-15     comptroller shall deposit the funds received under this subsection
3-16     to the credit of the Department of Public Safety Historical Museum
3-17     and Research Center account established by Subchapter J, Chapter
3-18     411, Government Code.
3-19           SECTION 4. Section 522.029, Transportation Code, is amended
3-20     by adding Subsection (h) to read as follows:
3-21           (h)  The department shall collect an additional fee of $1 for
3-22     the issuance or renewal of a commercial driver's license or
3-23     commercial driver learner's permit if the person applying for or
3-24     renewing a license chooses to pay the additional fee.  The
3-25     department shall remit fees collected under this subsection to the
3-26     comptroller, who shall maintain the identity of the source of the
3-27     fees.  The comptroller shall deposit the funds received under this
 4-1     subsection to the credit of the Department of Public Safety
 4-2     Historical Museum and Research Center account established by
 4-3     Subchapter J, Chapter 411, Government Code.
 4-4           SECTION 5. This Act takes effect September 1, 2001.
