                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the computation of dropout rates for purposes of public
 1-3     school accountability.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 39.073, Education Code, is amended by
 1-6     adding Subsection (f) to read as follows:
 1-7           (f)  In computing dropout rates under Section 39.051(b)(2), a
 1-8     student who is released from a juvenile correctional facility and
 1-9     fails to enroll in school may not be considered to have dropped out
1-10     from the campus or school district serving the juvenile justice
1-11     alternative education program unless that campus or district is the
1-12     one to which the student is regularly assigned.
1-13           SECTION 2. This Act applies to the computation of dropout
1-14     rates beginning with the computation made for the 2001-2002 school
1-15     year.
1-16           SECTION 3.  This Act takes effect immediately if it receives
1-17     a vote of two-thirds of all the members elected to each house, as
1-18     provided by Section 39, Article III, Texas Constitution.  If this
1-19     Act does not receive the vote necessary for immediate effect, this
1-20     Act takes effect September 1, 2001.
