                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to emergency response preparations for pipeline
 1-3     transportation of hazardous liquids, carbon dioxide, or natural
 1-4     gas.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1. Section 117.012, Natural Resources Code, is
 1-7     amended by adding Subsection (h) to read as follows:
 1-8           (h)  The commission may not require community liaison to be
 1-9     conducted by meetings in person and shall provide for one or more
1-10     reasonable means of communication to conduct community liaison
1-11     meetings as alternatives to meetings in person.
1-12           SECTION 2. Section 121.2015, Utilities Code, is amended to
1-13     read as follows:
1-14           Sec. 121.2015.  REQUIRED SAFETY RULES. (a)  The railroad
1-15     commission shall adopt rules regarding:
1-16                 (1)  public education and awareness relating to gas
1-17     pipeline facilities; and
1-18                 (2)  community liaison for responding to an emergency
1-19     relating to a gas pipeline facility.
1-20           (b)  The commission may not require community liaison to be
1-21     conducted by meetings in person and shall provide for one or more
1-22     reasonable means of communication to conduct community liaison
1-23     meetings as alternatives to meetings in person.
1-24           SECTION 3. This Act takes effect September 1, 2001.
