                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a study of certain effects of fuel ethanol and
 1-3     biodiesel production in this state.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  (a)  The following entities shall jointly conduct
 1-6     a comprehensive study of the economic effect of fuel ethanol and
 1-7     biodiesel production in this state:
 1-8                 (1)  the Department of Agriculture;
 1-9                 (2)  the state energy conservation office of the office
1-10     of the comptroller;
1-11                 (3)  the Texas Department of Economic Development;
1-12                 (4)  the Office of Rural Community Affairs, if
1-13     legislation establishing that office is enacted by the 77th
1-14     Legislature, Regular Session, 2001, and becomes law; and
1-15                 (5)  the Agriculture Policy Board, if legislation
1-16     establishing that board is enacted by the 77th Legislature, Regular
1-17     Session, 2001, and becomes law.
1-18           (b)  Not later than January 1, 2003, a report of the study
1-19     must be filed with the governor, the lieutenant governor, and the
1-20     speaker of the house of representatives.
1-21           SECTION 2.  This Act takes effect immediately if it receives
1-22     a vote of two-thirds of all the members elected to each house, as
1-23     provided by Section 39, Article III, Texas Constitution.  If this
1-24     Act does not receive the vote necessary for immediate effect, this
 2-1     Act takes effect September 1, 2001.
