                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to authorizing the Texas Lottery Commission to participate
 1-3     in a multistate lottery game.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Chapter 466, Government Code, is amended by adding
 1-6     Subchapter J to read as follows:
 1-7           SUBCHAPTER J.  PARTICIPATION IN MULTISTATE LOTTERY GAME
 1-8           Sec. 466.451.  MULTISTATE AGREEMENT AUTHORIZED. (a)  The
 1-9     commission may enter into a written agreement with the appropriate
1-10     officials of one or more other states to participate in the
1-11     operation of a multistate lottery game.
1-12           (b)  The commission may participate in only one multistate
1-13     lottery game at any time.
1-14           Sec. 466.452.  REVENUE FROM MULTISTATE LOTTERY. (a)  Except
1-15     as provided by this section, revenue received from the sale of
1-16     tickets in this state for a multistate lottery game is subject to
1-17     Subchapter H.
1-18           (b)  The commission may deposit a portion of the revenue
1-19     received from the sale of multistate lottery game tickets in this
1-20     state into a fund shared with other parties to an agreement under
1-21     this subchapter for the payment of prizes awarded in multistate
1-22     lottery games in which the commission participates.  The commission
1-23     may retain such portion of revenue in the fund for as long as
1-24     necessary to pay prizes claimed during the period designated for
 2-1     claiming a prize in the multistate lottery game.
 2-2           Sec. 466.453.  USE OF APPROPRIATED MONEY. The commission may
 2-3     share in the payment of costs associated with participating in
 2-4     multistate lottery games.
 2-5           SECTION 2.  This Act takes effect immediately if it receives
 2-6     a vote of two-thirds of all the members elected to each house, as
 2-7     provided by Section 39, Article III, Texas Constitution.  If this
 2-8     Act does not receive the vote necessary for immediate effect, this
 2-9     Act takes effect September 1, 2001.
