No. 995 1-2 (In the Senate - Received from the House April 2, 2001; 1-3 April 3, 2001, read first time and referred to Committee on 1-4 Intergovernmental Relations; May 2, 2001, reported favorably by the 1-5 following vote: Yeas 5, Nays 0; May 2, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the powers of a library district. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Section 326.061(a), Local Government Code, is 1-11 amended to read as follows: 1-12 (a) A district has all of the powers, authority, rights, and 1-13 duties that will permit the accomplishment of the purposes for 1-14 which the district was created, including the power to borrow 1-15 money, purchase, construct, acquire, own, operate, maintain, 1-16 repair, or improve any land, works, materials, supplies, 1-17 improvements, facilities, equipment, vehicles, machinery, or 1-18 appliances as necessary for the district. 1-19 SECTION 2. Section 326.095, Local Government Code, is amended 1-20 to read as follows: 1-21 Sec. 326.095. USE OF TAX. Taxes collected under this 1-22 subchapter may be used only for the purposes for which the district 1-23 was created and may be pledged as collateral for borrowing money to 1-24 further those purposes. 1-25 SECTION 3.
