 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the composition of the general investigating committee
 1-9     of the house of representatives and to certain records of a
1-10     legislative general investigating committee.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Section 301.017(c), Government Code, is amended
1-13     to read as follows:
1-14           (c)  The house general investigating committee must consist
1-15     of not fewer than five house members appointed by the speaker. The
1-16     speaker shall designate a committee member as chairman.
1-17           SECTION 2. Section 301.018(d), Government Code, is amended to
1-18     read as follows:
1-19           (d)  A majority of the [Three] members of a general
1-20     investigating committee constitutes [constitute] a quorum to
1-21     transact business.
1-22           SECTION 3.  Section 301.020, Government Code, is amended by
1-23     adding Subsection (e) to read as follows:
1-24           (e)  Information held by a general investigating committee
1-25     that if held by a law enforcement agency or prosecutor would be
1-26     excepted from the requirements of Section 552.021 under Section
1-27     552.108 is confidential and not subject to public disclosure.
1-28           SECTION 4.  This Act takes effect immediately if it receives
1-29     a vote of two-thirds of all the members elected to each house, as
1-30     provided by Section 39, Article III, Texas Constitution.  If this
1-31     Act does not receive the vote necessary for immediate effect, this
1-32     Act takes effect September 1, 2001.
