                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the filing of reports of political contributions and
 1-3     expenditures  in regard to an office of a statutory county court.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 254.066, Election Code, is amended by
 1-6     amending Subsection (a) and adding Subsection (c) to read as
 1-7     follows:
 1-8           (a) Except as provided by Subsection (b) or (c), reports
 1-9     under this subchapter shall be filed with the authority with whom
1-10     the candidate's campaign treasurer appointment is required to be
1-11     filed.
1-12           (c)  A report required to be filed under this subchapter by a
1-13     candidate for an office of a statutory county court shall also be
1-14     filed with the commission.  For purposes of this subsection, a
1-15     report required by Section 254.063 must be filed with the
1-16     commission not later than the 30th day after the dates prescribed
1-17     by that section.
1-18           SECTION 2. Section 254.097, Election Code, is amended by
1-19     amending Subsection (a) and adding Subsection (c) to read as
1-20     follows:
1-21           (a)  Except as provided by Subsection (b) or (c), reports
1-22     under this subchapter shall be filed with the authority with whom a
1-23     campaign treasurer appointment by a candidate for the office held
1-24     by the officeholder is required to be filed.
 2-1           (c)  A report required to be filed under this subchapter by
 2-2     the holder of  an office of a statutory county court shall also be
 2-3     filed with the commission.  For purposes of this subsection, a
 2-4     report required by Section 254.093 must be filed with the
 2-5     commission not later than the 30th day after the dates prescribed
 2-6     by that section.
 2-7           SECTION 3. Section 254.130, Election Code, is amended by
 2-8     amending Subsection (a) and adding Subsection (c) to read as
 2-9     follows:
2-10           (a)  Except as provided by Subsection (b) or (c), reports
2-11     filed under this subchapter shall be filed with the authority with
2-12     whom the political committee's campaign treasurer appointment is
2-13     required to be filed.
2-14           (c)  A report required to be filed under this subchapter by a
2-15     specific-purpose committee for supporting or opposing a candidate
2-16     for or assisting a holder of an office of a statutory county court
2-17     shall also be filed with the commission.  For purposes of this
2-18     subsection, a report required by Section 254.123 must be filed with
2-19     the commission not later than the 30th day after the dates
2-20     prescribed by that section.
2-21           SECTION 4. (a)  This Act takes effect September 1, 2001.
2-22           (b)  The changes in law made by this Act apply only to a
2-23     report required to be filed under Chapter 254, Election Code, as
2-24     amended by this Act, on or after the effective date of this Act.  A
2-25     report required to be filed before the effective date of this Act
2-26     is governed by the law in effect at the time the report was filed,
2-27     and the former law is continued in effect for that purpose.
