                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the Odessa and Midland Texas National Guard camps.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. SALE AND RELOCATION OF TEXAS NATIONAL GUARD CAMP
 1-5     IN ODESSA, TEXAS. (a)  The adjutant general shall remove, sever,
 1-6     dismantle, or exchange all equipment and other property at the
 1-7     Texas National Guard camp located in Odessa, Texas, that is needed
 1-8     by the Texas National Guard or a component of the Texas National
 1-9     Guard.  The adjutant general shall then transfer the camp, the
1-10     land, and the remaining improvements, buildings, facilities,
1-11     installations, and personal property connected with the camp to the
1-12     Texas Military Facilities Commission.
1-13           (b)  Not later than September 1, 2002, the Texas Military
1-14     Facilities Commission shall sell the camp, the land, and the
1-15     remaining improvements, buildings, facilities, installations, and
1-16     personal property connected with the camp.
1-17           (c)  Not later than September 1, 2002, the adjutant general
1-18     shall transfer from the Odessa camp all units and personnel
1-19     assigned to the camp and all associated equipment and other
1-20     property to the Texas National Guard camp in Midland, Texas.
1-21           SECTION 2.  EFFECTIVE DATE. This Act takes effect immediately
1-22     if it receives a vote of two-thirds of all the members elected to
1-23     each house, as provided by Section 39, Article III, Texas
1-24     Constitution.  If this Act does not receive the vote necessary for
 2-1     immediate effect, this Act takes effect September 1, 2001.
