                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to criteria developed by the Texas Higher Education
 1-3     Coordinating Board to standardize the transfer of course credit
 1-4     between public institutions of higher education.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1. Section 61.825, Education Code, is amended to read
 1-7     as follows:
 1-8           Sec. 61.825.  BOARD CRITERIA TO STANDARDIZE AND EVALUATE
 1-9     TRANSFER PRACTICES [EVALUATIONS]. (a)  The board shall develop
1-10     criteria to be used by:
1-11                 (1)  each institution of higher education to
1-12     standardize its transfer practices under this subchapter; and
1-13                 (2)  the board to evaluate those [the] transfer
1-14     practices.
1-15           (b)  In the criteria developed under Subsection (a)(1), the
1-16     board shall address and attempt to remedy any difficulties that are
1-17     frequently encountered by students in transferring course credit
1-18     between institutions [of each institution] of higher education [and
1-19     shall evaluate the transfer practices of each institution based on
1-20     those criteria].
1-21           SECTION 2. The Texas Higher Education Coordinating Board
1-22     shall develop the criteria described by Section 61.825(a)(1),
1-23     Education Code, as added by this Act, as soon as reasonably
1-24     practicable.
 2-1           SECTION 3.  This Act takes effect immediately if it receives
 2-2     a vote of two-thirds of all the members elected to each house, as
 2-3     provided by Section 39, Article III, Texas Constitution.  If this
 2-4     Act does not receive the vote necessary for immediate effect, this
 2-5     Act takes effect September 1, 2001.
